Operation Hercules investigated allegations that a doping and protection scheme existed within the Ukrainian Athletics Federation (FLAU), as well as allegations that the National Anti-doping Organization of Ukraine (NADC) contravened the International Standard for Testing and Investigations (ISTI) by conducting unjustified advance notice sample collection from athletes.
