WADA launches ‘Speak Up!’ in Spanish and encourages confidential sources to report doping misconduct

In another boost for athletes and others with information on doping misconduct in sport, the World Anti-Doping Agency (WADA) announces that its secure, digital whistleblower platform ‘Speak Up!’ is now available in Spanish, in addition to English and French. ‘Rompe el Silencio!’ is intended for potential Spanish-speaking informants and whistleblowers (confidential sources) to report possible Anti-Doping Rule Violations (ADRVs) under the World Anti-Doping Code (Code), non-compliance violations under the Code, or any act or omission that could undermine the fight against doping in sport. ‘Rompe el silencio!’ – which includes a secure app for iPhone and Android devices – is now available on the App Store and Google Play.

WADA Director, Intelligence and Investigations, Gunter Younger said: “WADA is pleased to launch ‘Rompe el Silencio!’ to cater to Spanish-speaking athletes and other potential informants or whistleblowers who wish to report suspicious activity to WADA. Confidential sources are the lifeblood of investigations. Since the launch of WADA’s ‘Speak Up!’ Program and platform in March 2017, WADA’s Intelligence & Investigations Department has triggered hundreds of cases stemming directly from intelligence received from confidential sources. These cases range from allegations against individual athletes or support personnel, to complex cases involving systemic anti-doping mismanagement, non-compliance and/or corruption.

“The success of the ‘Speak Up!’ Program not only highlights the increasing importance of investigations in delivering justice, but also the vital role of informants and whistleblowers to the global anti-doping system. These individuals, whose identities will never be revealed publicly by WADA, are directly responsible for hundreds of intelligence disclosures that have been actioned by the Agency’s Confidential Information Unit and each have contributed to protecting the integrity of sport worldwide. Before they come forward, confidential sources need to feel comfortable, secure and reassured. One way of ensuring that happens is being able to interact with them in their own language, which is why WADA has now added Spanish, in addition to English and French.”

Anyone who detects, identifies, witnesses, knows or has reasonable grounds to suspect that doping-related misconduct has occurred, is encouraged to ‘Speak Up!’. It is, however, important to note the distinction between an informant and a whistleblower as these statuses do trigger different rights and responsibilities. Any person reporting misconduct to WADA will be considered an informant. The informant may decide not to pursue further cooperation with the Agency once they have provided information. An informant can become a whistleblower if both WADA and the informant agree to cooperate further. In this case, WADA and the informant will enter into a formal whistleblower agreement, which offers additional rights as outlined within WADA’s current Whistleblower Program Policy.

WADA’s Whistleblower Program Policy was first approved by WADA’s Foundation Board in November 2016. It formalizes the legal framework and outlines what the Agency will provide in terms of support, confidentiality, protection, and other elements, as well as, the way to go about raising concerns and how they would be investigated by WADA. It is re-evaluated on a continual basis to ensure that it meets international best practice and appropriately addresses the needs of confidential sources.

En otro impulso para los deportistas y el público general con información sobre mala conducta por dopaje en el deporte, la Agencia Mundial Antidopaje (AMA) anuncia que su plataforma segura y digital de informantes Speak Up! ya está disponible en español, además de inglés y francés. ¡Rompe el Silencio! permite a posibles informantes y denunciantes (fuentes confidenciales) de habla hispana informar sobre posibles Infracciones de las Normas Antidopaje previstas en el Código Mundial Antidopaje (Código), infracciones del cumplimiento bajo el Código, o cualquier acto u omisión que podría socavar la lucha contra el dopaje en el deporte. ¡Rompe el Silencio! – que incluye una aplicación segura para dispositivos iPhone y Android – ahora está disponible en App Store y Google Play.

El Director de Inteligencia e Investigaciones de la AMA, Gunter Younger anunció: “La AMA se complace en lanzar ¡Rompe el Silencio! para servir a deportistas de habla hispana y a otros posibles informantes o denunciantes que deseen reportar a la AMA una actividad sospechosa. Las fuentes confidenciales son el alma de las investigaciones. Desde el lanzamiento de la plataforma y programa Speak Up! de la AMA en marzo de 2017, el Departamento de Inteligencia e Investigaciones de la AMA desencadenó cientos de casos que surgieron directamente de la inteligencia recibida de fuentes confidenciales. Estos casos van desde denuncias contra deportistas individuales o personal de apoyo, hasta casos complejos que involucran mala gestión sistémica antidopaje, incumplimiento y/o corrupción”.

“El éxito del programa Speak Up! no sólo pone de relieve la creciente importancia de las investigaciones para impartir justicia, sino también el papel vital de los informantes y denunciantes en el sistema mundial antidopaje. Estas personas, cuyas identidades nunca serán reveladas públicamente por la AMA, son directamente responsables de cientos de revelaciones de inteligencia que han sido procesadas por la Unidad de Información Confidencial de la Agencia y cada una ha contribuido a proteger la integridad del deporte en todo el mundo. Antes de informar o denunciar, las fuentes confidenciales necesitan sentirse cómodas, seguras y tranquilas. Una forma de asegurarse que esto suceda es poder interactuar con ellos en su propio idioma, razón por la cual la AMA ahora ha añadido el español, además del inglés y francés”.

Cualquier persona que detecte, identifique, sea testigo, sepa o tenga motivos razonables para sospechar que se ha producido una mala conducta relacionada con el dopaje, es alentada a usar ¡Rompe el silencio! Sin embargo, es importante tener en cuenta la distinción entre un “informante” y un “denunciante”, ya que esta clasificación desencadena diferentes derechos y responsabilidades. Cualquier persona que denuncie mala conducta a la AMA será considerada un informante. El informante puede decidir no seguir cooperando con la Agencia una vez que haya proporcionado la información. Un informante puede convertirse en denunciante si tanto la AMA como el informante acuerdan seguir cooperando; en ese caso, ambos celebrarán un acuerdo formal de denunciante, que ofrece derechos adicionales tal como se describe en la actual Política del Programa de Denunciantes de la AMA.

La Política del Programa de Denunciantes de la AMA fue aprobada por primera vez por la Junta de Fundación de la AMA en noviembre de 2016. La misma formaliza el marco jurídico y describe lo que la Agencia proporcionará en términos de apoyo, confidencialidad, protección y otros puntos, así como, la manera de plantear preocupaciones y cómo estas serán investigadas por la AMA. Se reevalúa de forma continua para garantizar que cumpla con las mejores prácticas internacionales y que aborda adecuadamente las necesidades de las fuentes confidenciales.
