Europe operates through two public authority forums: the Council of Europe and the European Union. For the years 2002-2012, the Council of Europe through the Committee of Ministers agreed to the payments and formula. In 2002, payments were established based on the indicative scale of contributions calculated for states party to the European Cultural Convention. The indicative scale is based on GDP and population.

The Council of Europe provides WADA with the amounts each country is to be invoiced.
